Is it considered OK to bargain/haggle in UK retail shops?

I have never seen anyone negotiating in UK shops. Is it taboo? Also, will I get a response if I call up customer service of on-line retailer and ask for discount? (I've never done this stuff, but wondering if I should stop my sister from doing that when she visits)
