When reporting a harment to yahoo along with the harers ID ..what happens to the harer ?

does anybody know what happens to the person who was reported? does yahoo send them an email? after i reported the harrment Yahoo only sent me instructions on how to press ignore...but we all know that wont stop someone who is harring you... what can u do to make it so the harrers IP address is either blocked or make it so the harrasser cant use Yahoo anymore? is that even possible?
