Can anyone tell me about a 80s Japanese I just finished watching on the sci-fi network?

I only got to watch about 45 min. of but it was good.In it a blond female cop and a robot that bleeds human blood is hunting down a cyborg terrorist.A member of the police force is helping the terrorist because him & his wife lived into this city called Olympia.She hated it and killed herself and he wanted to die to but not before he shut down this computer called Gila that controlled the city.In the end the good guys got the computer back on line and stopped this giant robot the terrorist got a hold of.can anyone tell me what is the title of this movie was and if you could help me understand what was going on in this movie I would be so graceful.First why did the robot bleed(got shoot in the knee)?why was he sleeping in the same bedroom as the girl(wearing pajamas no less)? Why did the cop want to help the terrorist destroy the city and why did he blame the city for his wife's death?And why was the people not thought of as human.I liked what I saw just wish I had turned the TV to it earlier.OH! And why did it feel like the girl & the robot where not members of the city be the way they where treated by that big red headed woman (I think she was their boss) even though they where living there.If anyone knows what i watched could you help me out & tell me what it was?
